This course is designed to give employees and managers an in-depth understanding of the concepts of unfitness and reclassification in the civil service, covering the legal, medical and practical aspects in order to secure HR processes.


Teaching objectives
At the end of the training, the participant will be able to:
Identify the legal and medical concepts relating to unfitness for work in the civil service
Describe the different stages of the reclassification procedure
Analyze how to implement a PPR (Period of Preparation for Reclassification)
Applying legal rules on reclassification
Evaluate possible options in the event of refusal or impossibility of reclassification

Supervisors, HR managers, department heads, members of reclassification units, anyone involved in managing unfitness and reclassification in the civil service.

Introduction to incapacity

  • Defining and distinguishing the different forms of incapacity
  • Identify the medical players involved and describe their respective roles
  • Explain the different administrative situations related to incapacity (CMO, CLM, CLD, CITIS, availability)
  • Acknowledging medical surveillance obligations and the conditions of the return visit

The legal framework for outplacement

  • Explain the public employer's obligations in terms of outplacement
  • Identify the main legal references (CGFP, case law, etc.)
  • Describe the steps in the reclassification procedure
  • Chronological reconstruction of the reclassification procedure

Solve a practical case study of an outplacement procedure

Reclassification procedures

  • Analyze rights and obligations related to assignment and refusal of assignment
  • Explain the various reclassification procedures (change of manager, secondment, competitive examination, integration)
  • Describe the objectives, legal framework and procedures of a PPR (Period of Preparation for Reclassification).
Group discussion
Interpret standard tripartite agreement documents.

Implementation of the Period of Preparation for Reclassification (PPR)

  • Simulate various practical PPR situations (refusal, postponement, suspension, assessment)
  • Study a complex reclassification case as part of a team and propose appropriate solutions
  • Identify possible outcomes of the procedure (recovery, redeployment, dismissal, disability retirement)
  • Summarize the key points to ensure legal certainty at the end of the procedure
Exercise
Case study based on a real case with feedback.
