The law of August 6, 2019 on the transformation of the civil service merged the Technical Committees (CT) and the Health, Safety and Working Conditions Committees (CHSCT) into a single body, the Social Committee, for the December 2022 professional elections. In 2026, a second cycle of elections will be held, with the renewal of staff representatives and specialized health, safety and working conditions committees (F3SCT).

The legal framework for occupational health in the French civil service

  • Understand the general framework of Part IV of the French Labor Code (occupational health and safety)
  • Situating the special framework of the state civil service: focus on the decrees of May 28, 1982 and November 20, 2020
  • Identify occupational health stakeholders and their roles
  • Using SSCT-related documents and tools in the French civil service

The public employer's occupational health and safety obligations

  • Measuring the employer's responsibility, the obligation of result and reinforced means, the consequences of failure to comply
  • Distinguishing between work-related accidents, commuting accidents and occupational illnesses
  • Knowing the rules governing compensation and remedies

Specialized Training in Health, Safety and Working Conditions (F3SCT)

  • Understand the conditions for setting up the company, its composition and operation, as well as the authorization of absence and the annual quota.

  • Linking the F3SCT with the CSA

Occupational risk prevention and the prevention approach

  • Know the general principles of prevention
  • Distinguish between the notions of danger and risk
  • Situer les niveaux de prévention : primaire, secondaire et tertiaire.
  • Contribute to the drafting of the DUERP (Single Document for the Evaluation of Professional Risks)
  • Analyze activity-related physical risks
  • Comment on the Annual Occupational Risks Program (PAPRIPACT)

Case study: review of the DUERP (Document Unique d'Evaluation des Risques Professionnels) and examination of the assessment of specific risks (road accidents, harassment, teleworking, lone workers or working with the public, etc.).

Psychosocial risks (RPS)

  • Defining psychosocial risks and identifying risk factors
  • Identify the consequences of RPS on health, work and performance
  • Identify warning signs and indicators of workplace suffering
  • Improve work organization through the use of analysis tools

  • Understand the current state of musculoskeletal disorders (MSDs).
