Teaching objectives
At the end of the training, the participant will be able to:
Understand the place and role of the HR function in the organization
Identify the job's responsibilities, missions and areas of expertise
Facilitating and accelerating the transition to a new position in a public service HR department
Know the key tools and methods used by the HR department

Intended audience
Executives and non-executives working in the human resources department, either new to the field or wishing to update their knowledge.

No special knowledge required.

Theoretical input, discussion, exercises and case studies.

Active teaching based on exchanges, examples, practical exercises and evaluation throughout the course.

The framework and context of the HR function

  • Understand the specificities of HRM linked to the general status of the civil service.
  • Understand institutional, legal, technological and societal changes and their impact on HR.
  • Identify the key points of the August 6, 2019 law on the transformation of the civil service.
Exercise
Analysis of the representation of HR roles in different organizational charts, feedback and discussion.

Missions and positioning of the HR department within the organization

  • Identify the missions of the HR department: administrative and social HR management, career management.
  • Identify the role of the HRD in developing the organization's strategic orientation plan.
  • Learn about the HR professions identified in the [[job directories]" of the three public services.
Hands-on work
Diagnosis of the HR function within its structure, based on the mapping of HR processes. Detailed description of a process.

Implementing a GPEEC approach

  • Understand the fundamental challenges of GPEEC.
  • Understand the method and its different phases.
  • Organize synergies between players.
  • Mobilize the tools needed to implement GPEEC.
Hands-on work
Case study of a GPEEC issue.

Leading social dialogue

  • Know the legal framework for social dialogue and the law transforming the civil service.
  • Differentiate between staff representation bodies.
  • Distinguish between consultation and negotiation.
  • Informal and formal social dialogue.
  • Implement the main framework agreements.
Hands-on work
Draw up the agenda for a social committee meeting.

Design and use of business tools

  • Use data collection and processing tools.
  • Use trade and skills directories and training repositories.
  • Draw up a job description.
  • Conducting and using annual performance reviews.
Hands-on work
Role-playing: mobility interview "chosen" or "undergone", development of the career mobility advisor's professionalization sheet.
