1 Understanding the fundamental principles of constitutional law
- The State, its sovereignty and legitimacy.
- The Constitution of October 4, 1958.
- The institutions of the Fifth Republic.
- The State, French Administration and Europe.
Hands-on work
Quiz on the French Constitution and Europe.
2 Understand the organization and functioning of the State
- The President of the Republic.
- The government.
- Parliament: National Assembly and Senate.
- Judicial power.
- Central government: definition, missions, resources, means, local and territorial organization.
- State/local authority relations: the principles of decentralization and deconcentration.
Hands-on work
Mapping key government players.
3 Focus on the public sector and the civil service
- Public services: regalian functions, market and non-market services.
- Public establishments: EPAs, EPICs, communities and public companies.
- The three civil services: state, regional and hospital.
- Organization of the civil service and status of personnel.
Group discussion
Discuss the organization and operation of various public bodies.
4 Understanding changes in the State and the public environment
- State modernization: reforms to the organization and internal workings of the State.

TRAINER QUALIFICATIONS
The experts leading the training are specialists in the covered subjects. They have been approved by our instructional teams for both their professional knowledge and their teaching ability, for each course they teach. They have at least five to ten years of experience in their field and hold (or have held) decision-making positions in companies.
ASSESSMENT TERMS
The trainer evaluates each participant’s academic progress throughout the training using multiple choice, scenarios, hands-on work and more.
Participants also complete a placement test before and after the course to measure the skills they’ve developed.
TERMS AND DEADLINES
Registration must be completed 24 hours before the start of the training.
