Teaching objectives
At the end of the training, the participant will be able to:
The legal and legislative framework for ZAN: issues, objectives, problems and deadlines
Clarify the terminologies used
Identify the levers of action and tools available to EPCIs and municipalities for sustainable urban development.
Give a reasoned opinion on urban planning documents
Analyze the financial and technical capacities of municipalities for urban renewal.
Enable coordination between urban planning documents and those of local authorities with a view to achieving ZAN.

Mastering the challenges of land sobriety

  • The challenges of combating soil artificialisation.
  • Clarification of the main concepts and vocabulary related to ZAN.
  • The consequences of artificialization.
  • Findings and trends over the last few decades in France.
  • The main factors behind artificialization.
Storyboarding workshops
Theoretical and informative contributions followed by exchanges and collective sharing on the various points covered.

Move towards Zero Net Artificialization by 2050.

  • What is ZAN? Legal framework and technical approach.
  • Progressive implementation schedule.
  • The ZAN players.
  • Interpret urban planning documents.
  • The territoriality of issues.
  • Identification of the main levers and tools that can be mobilized by territories.
Case study
Based on the information provided, reconstruct development scenarios and estimate densification potential and the possible need for extension.

Integrating land issues into urban planning documents

  • A reminder of the general principles of the French Planning Code.
  • Analysis and details of the ZAN integration scheme in urban planning documents (SRADDET-SCOT-PLU(i) ).
  • Identify how land issues are dealt with in the various parts of a SCOT and PLU(i).
  • The posture and points of vigilance to be specified as part of the development partnership project (PPA).
Group discussion
Sharing of participants' experiences structured around theoretical input.

Reaching ZAN: a land strategy adapted to urban projects.

  • Land strategy as the main tool to be mobilized.
  • Land diagnostics and potential analysis to assess the technical, legal and financial feasibility of a project.
  • The choice of land management and usage management tools according to needs.
  • Points to consider before undertaking an urban renewal or renaturalization project.
  • Action levers to support local authorities in their efforts to promote ZAN.
Group discussion
Theoretical contributions will be illustrated by local examples, and participants will share their experiences.

Knowledge of Zero Net Artificialization regulations.

TRAINER QUALIFICATIONS
The experts leading the training are specialists in the covered subjects. They have been approved by our instructional teams for both their professional knowledge and their teaching ability, for each course they teach. They have at least five to ten years of experience in their field and hold (or have held) decision-making positions in companies.

ASSESSMENT TERMS
The trainer evaluates each participant’s academic progress throughout the training using multiple choice, scenarios, hands-on work and more.
Participants also complete a placement test before and after the course to measure the skills they’ve developed.

TEACHING AIDS AND TECHNICAL RESOURCES
• The main teaching aids and instructional methods used in the training are audiovisual aids, documentation and course material, hands-on application exercises and corrected exercises for practical training courses, case studies and coverage of real cases for training seminars.
• At the end of each course or seminar, ORSYS provides participants with a course evaluation questionnaire that is analysed by our instructional teams.
• A check-in sheet for each half-day of attendance is provided at the end of the training, along with a course completion certificate if the trainee attended the entire session.

Registration must be completed 24 hours before the start of the training.
