1 Reminder of national urban planning regulations (RNU)
- The role and scope of national urban planning regulations (RNU).
- Urban planning and public utility easements
Storyboarding workshops
collective conversation on the rules to be applied. Feedback.
2 Local planning regulations
- New rules to encourage urban densification.
- The integrating role of the Schéma de Cohérence Territoriale (SCOT).
- The Local Urban Plan (PLU), the PLUi and the revision procedure.
Group discussion
Using administrative texts, work in sub-groups, then report back.
3 Real estate intervention by local authorities
- Implementation of the Zero Net Artificialization (ZAN) law and other legislation.
- The realization of public utility projects
- The expropriation procedure.
Tutored hands-on work
Document analysis with corrections by the expert speaker.
4 The legal framework for planning authorities
- Pre-litigation.
- Administrative and judicial litigation.
Hands-on work
Case studies based on existing documents.

PREREQUISITES
Basic knowledge of town planning law.
TRAINER QUALIFICATIONS
The experts leading the training are specialists in the covered subjects. They have been approved by our instructional teams for both their professional knowledge and their teaching ability, for each course they teach. They have at least five to ten years of experience in their field and hold (or have held) decision-making positions in companies.
ASSESSMENT TERMS
The trainer evaluates each participant’s academic progress throughout the training using multiple choice, scenarios, hands-on work and more.
Participants also complete a placement test before and after the course to measure the skills they’ve developed.
TERMS AND DEADLINES
Registration must be completed 24 hours before the start of the training.
