Teaching objectives
At the end of the training, the participant will be able to:
Acquire the fundamentals of project management: SMART objectives
Be able to carry out a project
Be able to manage a project using basic methods and tools
Understanding project mode in the civil service and public/private interactions
Understanding the project manager's role
Improve your ability to lead a team or a meeting, and communicate with the client on the project's progress.

Intended audience
Any civil service manager in charge of organizing and managing a project.

Prerequisites
No special knowledge required.

What is a project and how do you get started?

  • Defining the specific features of projects in the public sector.
  • What is a project and how to structure it.
  • From predictive project management to Agile methods.
  • From idea to realization: the SWOT (opportunity and feasibility study).
  • Clarifying objectives: SMART.
  • Structure the project properly by drawing up specifications and expressing requirements.
Hands-on work
Collective reflection on practices to be developed, with MCQs on the objectives to be achieved, and preparation of a framework note.

Building a usable schedule

  • Ordering and planning.
  • Implement the steps and associated resources.
  • Planning deadlines in Agile mode.
Hands-on work
Gantt and Kanban planning.

Manage costs and risks/opportunities.

  • Draw up a budget and control expenses.
  • Work on a method for managing and anticipating risks and opportunities.

Manage and conclude the project.

  • Manage the project through project reviews, using Quality tools in Agile mode (project review, REX).
  • Manage the project using the dashboard, indicators and action plan.

Lead a project team.

  • The qualities expected and/or to be developed in a project manager.
  • Horizontal management in a project team.
  • From individual quality to team spirit, how to implement appropriate management.
  • The actors of an Agile project: example with SCRUM.
Hands-on work
Brainstorm the actions and qualities expected of a project manager.

Communicating, informing and managing change.

  • Communicating: why, for whom (elected representatives, management, other stakeholders) and how?
  • The right use of reporting and electronic messaging ("mail without evil").
  • Effective use of the mind map.
  • Taking digital transformation into account.
  • Support civil servants and users in managing change.
