Teaching objectives
At the end of the training, the participant will be able to:
Identify the rationale behind French legislation and the key players responsible for its application
Determining whether a site is subject to ICPE (Installations Classées pour la Protection de l'Environnement) regulations
Building bridges between air quality protection, adaptation to climate change and energy management
Anticipating the reinforcement of water management and biodiversity protection measures
Know the main rules for using hazardous products from an environmental protection point of view.
Learn the basics of waste prevention and management
Take stock of the strengthening of a company's corporate social responsibility and its impact in the event of a breach.

Intended audience
Plant managers, lawyers not specializing in environmental law, environmental and/or safety department managers, project managers.

Theoretical input and practical exercises.
Teaching methods
Essentially participative, it includes joint discussions, literature reviews and case studies.

Understand the rationale behind French environmental legislation

  • Understand the relationship between environmental awareness and legislation.
  • Master the hierarchy of application of texts (international, European, national and local).
  • Identify the key players in French legislation, control and enforcement.
Exercise
Identify, in an entertaining way, the most important events in the evolution of environmental regulations.

Determining whether a site is subject to ICPE regulations

  • Decipher the ICPE nomenclature, in relation to the application of the SEVESO directive.
  • Gain an overview of the administrative procedures governing the life of an ICPE and the applicable requirements.
  • Determine whether a site is subject to natural and/or technological risks and identify the implications.
Hands-on work
Identify relevant information on ICPE management and major risks on reference websites.

Building bridges between air quality protection and climate change

  • Understand the stakes involved in air/climate policy and its application to national and local planning.
  • Identify the main requirements in terms of air pollution and greenhouse gas emissions.
  • Understand the influence of the geopolitical context on the various aspects of French energy policy.
  • Identify the complementarity of requirements applicable to a company.
Exercise
Deduce the requirements potentially applicable to your company, depending on whether or not it falls under ICPE regulations (analysis of a typical Arrêté ministériel de prescriptions générales (AMPG)) (diagnostic grid).

Anticipating water management and biodiversity protection measures

  • Take stock of the evolution of issues associated with the protection of the aquatic environment.
  • Identify the different water use authorizations and associated requirements.
  • Understand how biodiversity fits into the French regulatory landscape.
  • Understand the main themes deriving from the Law on the Reconquest of Biodiversity.
  • A pragmatic vision of the actions needed to limit damage to biodiversity.
  • Make the link with applicable noise and light pollution control requirements.
Hands-on work
Deduce the requirements potentially applicable to your company, depending on whether or not it falls within the scope of ICPE regulations (analysis of a typical AMPG).

Know the main rules for using hazardous products

  • An update on the European REACH (Registration, Evaluation, Authorization and restriction of CHemicals) regulation and its translation in France.
  • Review the European CLP (Classification, Labelling, Packaging) regulation and its translation in France.
  • Know how to prevent the risks of environmental pollution associated with hazardous products.
Case study
Establish links between health and environmental protection by guided reading of a safety data sheet.

Learn the basics of waste prevention and management

  • Know how to characterize waste and apply current sorting rules.
  • Understand the hierarchy of waste management levels from a circular economy perspective.
  • Distinguish between the responsibilities of the different players involved in waste management.
  • Take stock of developments in traceability procedures associated with the deployment of Trackdéchets.
Hands-on work
Identify, for a selection of wastes, the points to watch to ensure regulatory compliance of their management method.

Taking stock of how to strengthen corporate social responsibility

  • Understand the risks of ignoring applicable regulations (administrative, civil and criminal liability).
  • Identify the points to watch in monitoring and conformity assessment procedures.
